What does the inscription of the statue of liberty mean?

The U.S. is a nation that is made up of immigrants from other countries, mostly European (my apologies to the native Americans but you are a minority here). The inscription is an offer of opportunity to any who would come. It is no longer applicable. Sad but a fact.
