Why are Republicans looking for Obama's budget - the Constitution names the House as the originator of budgets?

This bothers me too, but it's not isolated to Obama. Presidents have had a huge hand in the budget process for as long as I remember. Wouldn't it be nice if we actually followed the Constitution again. . . we certainly wouldn't be having a lot of the problems we are today.
