IL license revoked, live in PA, can i work on IL requirements from PA?

My drivers license was revoked in IL 8 years ago and I am wondering if it is possible to go through the reinstatement process (formal hearing, in car blower, restricted permit etc from PA or do I have to run back and forth for all the jazz?
