On Sims 2 Bon Voyage how do you get Bilius Bob to come out? I plundered the quarters a few times. Please help!

I plundered the captain's quarters 4 times and he keeps saying "I did not find anything. Maybe I should try again." But everytime he tries again he says that same thing. Any help?
