Why are tattoos a sin in Islam?

There's absolutely nothing in the Qu'ran that says "tattoos are forbidden". My family lives in a muslim country and some women like my grand-mother have tattoos. It's part of the culture, but unless it says specifically in the Qu'ran it's wrong, I don't see what's the problem.
